ABOUT THE LEAGUE
The Folsom Lake Soccer League is a non-profit organization dedicated to promoting the sport of soccer within the East Sacramento and West El Dorado Counties. The club seeks to achieve its goal of children, having fun, playing soccer by cultivating an atmosphere of friendly competition and learning. Our success is built upon the untiring efforts of numerous volunteers serving the all levels of our organization.
VISION
Our vision is to be the leading provider of youth soccer services in Northern California. In fulfillment of our Mission, we will be a results oriented, performance based organization, accountable to our membership. We will be an organization that invests in our people, building on infrastructure that creates and capitalizes upon opportunities for our membership.
MISSION
Our mission is to provide each player the opportunity to play soccer in a supportive and rewarding environment that emphasizes fun, enjoyment and skill learning at a level that fits his/her interest and ability, while creating a challenging environment for the more advanced players who aspire to reach their full potential. Folsom Lake Soccer League will foster the physical, mental, and emotional growth and development of youth through the sport of soccer for all ages and levels of competition. FLSL will endeavor to be the premier youth soccer organization in Northern California, providing quality services to our players, coaches, administrators, and families. We will provide leadership and programs that build character and empower our players to become responsible adults. The youth soccer experience is our priority, emphasizing Safety, Fun, Fair Play, and Development.
LEAGUE CONSTITUTION AND BYLAWS
All clubs represented within the Folsom Lake Soccer League shall abide by the same rules and regulations.
FOLSOM LAKE SOCCER LEAGUE’S ANNUAL GENERAL MEETING
Folsom Lake Soccer League’s Annual General Meeting will be held on Thursday, January 23, 2020. The meeting will be held at the league office, 193 Blue Ravine Road, Suite 245, Folsom and will begin at 6:00 pm.
AIR QUALITY AND WEATHER POLICY as of July 29, 2022
The Folsom Lake Soccer League considers Sacramento Region’s Spare The Air website at http://www.sparetheair.com/ as the source for ozone and particulate matter measurements. The app – Air Visual (a part of IQ Air) utilizes information from Spare the Air and other sources to provide regional AQIs. The board of directors encourages all coaches to monitor air quality conditions by the website and mobile applications.
The air quality index for ozone and/or particulate matter measurements and weather conditions will potentially affect Folsom Lake Soccer League soccer practice and game schedules. The board of directors expects all clubs and teams to adhere to Folsom Lake Soccer League air quality and weather policy to ensure youth player’s safety at all times. Each Club has the ability to adopt a stricter air quality and weather policy, if desired.
The League recognizes the parent is the final decision maker for their youth player’s safety. There is to be no retaliation by the League, Club, or coach towards the player based on the parent’s decision to play at practices or games based on air quality and weather conditions.
If fields have been closed by your local parks and recreation district, all outdoor games on natural grass are cancelled.
GAMES
Air quality index for games
- At 150 or greater AQI Ozone or PMI levels, all outdoor games should be cancelled.
- At 101-149 AQI Ozone or PMI levels, all outdoor games should add rest breaks and increase substitutions to lower breathing rates.
- The HOME league and/or club is responsible for cancelling games within 90 minutes of game start time.
Weather conditions for games
- At 108 degrees or higher, all outdoor games should be cancelled.
- At 100-107 degrees or higher, all outdoor games should add rest breaks and increase substitutions to lower exertion rates.
- If lightning is in visual range, all outdoor games are suspended until game officials have instructed play can continue.
- If fields have been closed by the City, all outdoor games on natural grass are cancelled.
- The HOME league and/or club is responsible for cancelling games within 90 minutes of game start time.
PRACTICES
Air quality index for practices
- At 150 or greater AQI Ozone or PMI levels, all outdoor practices should be cancelled.
- At 101-149 AQI Ozone or PMI levels, any outdoor practice should decrease intensity and duration. Add rest breaks or substitutions to lower breathing rates.
- The HOME league, club, or head coach is responsible for cancelling practices within 30 minutes of start time.
Weather conditions for practices
- At 105 degrees or higher, all outdoor practices should be cancelled.
- At 100-104 degrees, any outdoor U9-U19 practice should decrease intensity and duration. Add rest breaks or substitutions to lower exertion rates.
- At 102 degrees or greater, any outdoor U5-U8 practice should be cancelled.
- At 95-101 degrees, any outdoor U5-U8 practice should decrease intensity and duration. Add rest breaks or substitutions to lower exertion rates.
- If lightning is in visual range, all outdoor practices are suspended until the head coach has given instruction play can continue.
- The HOME league, club, or head coach is responsible for cancelling practices within 30 minutes of start time.
CONCUSSION POLICY
- Possible Concussion Notification form for all soccer events should be completed and emailed to Kristin Lemay for processing with CalNorth.

- Injury reporting: If an injury occurs at practice or in a game, complete an injury case report form at Cal North’s website at https://calnorth.org/content/file-a-cal-north-injury-claim-in-3-easy-steps/. The case report must be completed 90 days from the date of incident.
